Public Hearing – Zoning Amendment – Zoning Map (Neighborhood Overlay District) 
Public Hearing – Zoning Amendment – Section 4.2 (Neighborhood Overlay District) 
The public hearing notices were read into the record.   
Co-Chairman Winters described the location of the overlay and explained that the amendment to the map would allow the addition of the overlay. 
The amendment to Section 4.2 would allow the addition of the overlay to the use table.  
Co-Chairman Winters explained that anything allowed in the General Business zone will be allowed in the overlay district with the exception of multi-use residential and mixed use, both of which would require a Special Permit.  The following requirements for the overlay were explained: 
Minimum lot size (1 acre) 
Minimum frontage requirement (100’) 
Minimum setbacks for front and side yard (no minimum setback) 
Building height (35’) 
Square footage limits for retail (retail uses greater than 5000 square feet require a Special Permit)
